Ces dernières années, les villes d’Europe occidentale ont été marquées par l’arrivée de nouvelles populations, originaires de l’Europe centrale ou des Balkans et appartenant aux minorités Rom. Ces personnes et ces groupes, souvent désignés comme « Roms migrants », ont une très forte visibilité dans l’espace public urbain. Ce numéro thématique de la revue Géocarrefour vise à explorer les différentes formes d’interaction entre les pratiques de ces migrants et les politiques liées à l’encadrement des déplacements et/ou à l’accueil des Roms migrants dans les villes européennes.

Les Roms migrants dans l’espace public

Ces dernières années, les villes d’Europe occidentale ont été marquées par l’arrivée de nouvelles populations, originaires de l’Europe centrale ou des Balkans et appartenant aux minorités Rom. Bien que leur chiffre soit relativement modeste (entre 10 et 20 000 en France selon les estimations officielles), ces personnes et ces groupes, souvent désignés comme « Roms migrants », ont une très forte visibilité dans l’espace public urbain. Faiblement dotés sur le plan financier et sans titres de séjour pour la plupart, les Roms/Tsiganes qui ont choisi la migration se sont en effet souvent établis dans les marges urbaines, dans des squats ou dans des bidonvilles, où ils ont développé des stratégies économiques parallèles (mendicité, collecte de ferrailles, vente de petits journaux, etc.). Parce qu’elles vont à l’encontre des conventions sociales en vigueur, ces pratiques suscitent des réactions d’empathie ou, au contraire, d’hostilité de la part des sociétés locales, comme le montrent les progrès de l’anti-tsiganisme en Italie ces derniers années.

La présence de Roms migrants en situation précaire constitue donc un nouveau problème public, c’est-à-dire un « état de fait [qui est devenu] un enjeu de réflexion et de protestation et une cible pour l’action publique » (Gusfield, 2003). Pour l’instant, les réponses institutionnelles oscillent entre le rejet et l’hospitalité. D’une part, les pouvoirs publics appliquent des mesures répressives (évacuation des squats et des bidonvilles, éloignement des personnes en situation irrégulière), tout en cherchant à contrôler les mobilités intracommunautaires grâce au recensement et au fichage des personnes. D’autre part, les autorités locales mènent des politiques d’accueil qui visent certes à protéger les migrants en détresse mais aussi à les maintenir à distance des sociétés urbaines en les regroupant (campi nomadi, en Italie, « villages d’insertion de Roms », en banlieue parisienne). Les institutions européennes ont, quant à elles, récemment élaboré une « stratégie-cadre d’inclusion des Roms ».

Hypothèses et questionnements

Ce numéro thématique vise à explorer les différentes formes d’interaction entre les pratiques des migrants et les politiques liées à l’encadrement des déplacements et/ou à l’accueil des Roms migrants dans les villes européennes. Les propositions d’articles (études de cas et/ou recherches comparatives) pourront porter sur les thématiques suivantes :

Les pratiques des Roms migrants en question

A travers l’examen des mobilités, des stratégies résidentielles et économiques, il s’agira à la fois d’analyser l’impact des politiques institutionnelles récentes sur les stratégies et les pratiques des migrants, et d’étudier le rapport des Roms migrants à la ville et à la société urbaine.

Accueillir et/ou expulser ? Regards croisés sur les politiques locales

Le recours fréquent à l’ingénierie spatiale (contrôle des mouvements, éloignement, hébergement dans des dispositifs spécifiques) invite à se demander si les politiques locales en direction des Roms migrants ne sont pas des « polices spatiales » (Lussault, 2009), dont le principal objectif serait de rétablir le contrôle des pouvoirs locaux sur leurs territoires respectifs. Comment s’articulent les politiques de rejet avec celles d’accueil ? Quels sont les systèmes d’action à l’œuvre dans la définition et dans la mise en œuvre des politiques locales? Les politiques en cours se contentent-elles d’actualiser les mesures appliquées par le passé pour encadrer les migrants ou les populations dites nomades (Gotman, 2004) ?

La « question rom » à l’échelle locale : un problème avant tout spatial ?

La « question rom » n’existe pas a priori ; elle se construit dans des situations d’interactions, au travers des discours et des pratiques des simples citoyens, des organisations de la société dite « civile » et des institutions. Quelles sont les conditions d’émergence de la « question rom » à l’échelle locale ? Comment fonctionnent les arènes politiques qui y sont liées ? On s’interrogera en particulier sur la dimension spatiale de la « question rom ». Dans nombre de villes françaises et italiennes, des éléments spatiaux – présence de bidonvilles, activités de rue, vision de la pauvreté étrangère– sont à l’origine des problèmes publics liés à la présence de Roms migrants en situation précaire. Cette hypothèse se vérifie-t-elle dans les autres villes européennes ?

Conformément à notre nouvelle procédure de soumission, les articles seront déposés sur notre interface en ligne au plus tard au 15 décembre 2010 (http://manuscrits.revues.org/index.php/geocarrefour).  Ils pourront être rédigés en français ou en anglais. D’un volume optimum de 40 000 signes, espaces compris (la rédaction se réservant la possibilité de rejeter les articles dépassant 60 000 signes), ils respecteront les normes de la revue indiquées sur le site (http://geocarrefour.revues.org/index1017.html). Les articles seront évalués en double aveugle par le comité de lecture. Les auteurs recevront notification de la décision (et des instructions de correction) le 1er février 2011 au plus tard. L’objectif est que le dossier paraisse au printemps 2011.

Roma Migrants in the public space

 In the last few years, Western European cities have been marked by the arrival of new populations coming from Central Europe or Balkans and belonging to the Roma minorities. Even though they are not actually numerous (between 10 and 20 000 in France according to the official estimates), these persons and these groups, labeled as “Roma migrants”, have a strong visibility in the urban public sphere. Most of the time without any means of support and irregular, these Roma/Gypsies settled in the urban margins (squats, slums). They implement informal strategies (begging, old iron collect, sale of homeless magazines etc). Counter to the social norms in course, these practices arouse reactions of empathy or, on the contrary, of rejection from the local society, as showed by the current progress of anti-gypsism in Italy.

The presence of Roma migrants in a precarious situation constitutes also a new public problem, that is to say a « state of fact [which became] a stake of reflection and protestation, and a target for the policy” (Gusfield, 2003). At this moment, public answers oscillate between rejection and hospitality. On the one hand, public authorities apply repressive measures (slums and squats evictions, expulsion of illegal immigrants) and seek to control the mobility within UE by making a census of populations and by ethnic profiling. On the other hand, local authorities can implement an integration policy. This policy aims to protect the migrants in distress, but it aims also at keeping them at a distance of the urban society too. In this perspective, Roma migrants can be grouping together in campi nomadi (Italy) or in villages d’insertion (France). Recently, the European institutions designed an inclusion strategy for Roma too.

Assumptions and issues

The present special issue aims at exploring the different forms of interaction between the practices of the migrants and the policies linked to the control of mobility and/or to the reception of the Roma migrants in the European cities. Papers based on case study or on comparative research are welcome. Papers may examine the following themes:

The practices of the Roma migrants in question

Throughout the exam of the mobility, of the housing and economic strategies, the main goal of this theme is both to analyze the effects of the current policies on the Roma migrants’ strategies and practices, and to study the relationship between these migrants, the city and the urban society.

To welcome and/or to evict ? Cross insights on the local policies

The frequent resort to the spatial engineering (control of mobility, eviction, temporary housing in specific structures) leads to question if the local policies for Roma migrants constitute some “spatial policies” (Lussault, 2009), which aim at the control of local authorities on their own territories. How are the measures of rejection articulated with the reception policy? Which are the systems of action linked to the design and the implementation of local policies? Can we consider the current policies as an actualization of the measures applied in the past in order to control the migrants or the populations defined as “nomads” (Gotman, 2004)?

The « Roma issue » at the local level: a spatial problem ?

The “Roma issue” doesn’t exist a priori; it builds itself in some situations of interactions, throughout the discourses and the practices of common citizens, of “civil society” organizations and of the institutions. Which are the genesis conditions of the “Roma issue” at local level? Which are the mechanisms of the public arenas linked to this emerging public matter? We will analyze especially the spatial dimension of the “Roma issue”. In a lot of French and Italian cities, some spatial elements – slums, street activities, vision of the foreign poverty – are often the origin of the public problems linked to the presence of Roma migrants in a precarious situation. Can we make the same observation in other European cities?

Paper submission

The deadline for the submission is the 15th September 2010 

Articles could be written in French or in English. The typical length of the abstract is about 40.000 characters, ie 6000 words, spaces and figures included. They will strictly follow the editorial norms of the review, that can be found on the following webpage (http://geocarrefour.revues.org/index1017.html). Papers must be submitted online through the following webpage (http://manuscrits.revues.org/index.php/geocarrefour). They will be evaluated under a double blind review process. The authors will be notified by the 1st December 2010. The goal is to publish the present special issue in the spring 2011.
